About Susan Chang
My family moved to Shoreline in 2009 from Seattle’s lower Capitol Hill. I have been an active community volunteer on the Richmond Beach Community Association Board and Richmond Beach Advocates. I currently serve on the City of Shoreline Planning Commission.
I’ve moved thousands of boxes of cookies through my house as “Cookie Mom” for my daughter’s Girl Scout Troop. Over the course of several years, I’ve also served as Team Manager or Assistant Team Manager for my children’s select soccer teams.
I am a licensed civil engineer, and I supervise a group of geotechnical engineers that reviews building permit applications for compliance with the Environmentally Critical Areas Code and the Building Code for the City of Seattle Department of Construction and Inspections.
I’ve also been an Assistant Professor in the Department of Civil and Environmental Engineering at Washington State University in Pullman, and I’ve worked for geotechnical engineering consulting firms in Seattle and Oakland, California.
My husband, Russ Philbrick, is a retired Navy Captain (submarines). He runs a startup company out of our home, creating a software program that allows utility companies to plan for solar and wind sources of energy. My son, Nathaniel, is a freshman at Shorewood High School; my daughter, Charlotte is in 7th grade.
In my spare time (there hasn’t been any recently!), I love to tend to my vegetable garden, cook, and knit.
